If you wait a little while longer, there will be an ebuild for it. 
Xastir, libgeotiff, libax25, et. al.

The only problem is getting maps -- the last time I looked,
aprs.rutgers.edu was no longer FTP-able.

Is there a preferred location for acquiring maps for xastir?
