Apparently it's not bundled in the release tarballs, confirmed by looking
at the Makefile.am file, which doesn't bundle them.  It's in CVS in the
scripts directory:

You need CVS anyway --- mysql support was completely broken in 1.9.8, and
wasn't fixed until several weeks later.  Paul Morris came by and fixed it after
the last round of emails about it back in January and February.
