[Xastir] Update to get-NWSdata script, plus don't run get-fcc-rac.pl script today!

The get-NWSdata script was updated today to match the latest NWS files
available for download.  The new version is in CVS.  Snag it and run
it to get the latest files installed.

The get-fcc-rac.pl script should NOT be run right now, as it will wipe
out the previous FCC database you may have on your system.  Wait until
the FCC makes the data available again for download and it should work
fine again.
