IMO the gold standard for xastir maps is shapefile+dbfawk.  dbfawk is
something written by/for xastir, it exists nowhere else.

So, the shortest path to updated maps is 1) go get the latest OSM to
shapefile conversions (Geofabrik?), and 2) write / modify a dbfawk to
match.  and hopefully 3) share it with everyone else.

Most likely, the best you could do with this or any other utility is a
bunch of work that you could get for free, then resume the above path at
step 2 (write your own dbfawk).
