[Xastir] Igating bug

FYI: Xastir gates packets received via UDP to the internet every time they
are received. The fix will be a tweak to Xastir's C-code. Neither
xastir_udp_client nor the ads-b.pl script appear to be at fault.

I may also check in the Perl script I'm using to be a fake inet server for
this testing, as that may be useful to others in the future.
