[Xastir] Goodbye GeoTIFF, Hello GeoPDF

Xastir has a script that uses gdal to convert GeoPDF to GeoTIFF.  Tom Russo
wrote it a few years ago and refined it much more recently.  There was
quite a bit of discussion about it not too long ago.
